Bug Title: can't talk when reviving people

When did the bug start? Apr 21, 2024

What's the expected behavior? be able to talk normally when reviving

What behavior occurs? cant

Reproduction Steps: revive

I can confirm, Tommy has revived me during SAFR training and during he couldn't be heard at all. I know Tommy, he was for sure talking lol
 
damn straight, if there’s one thing I’m not it’s quiet lol
