Bug Title: cant sell cigarettes at the 24/7

When did the bug start? Feb 5, 2024

What's the expected behavior? i should be able to sell smokes but cant right now

What behavior occurs? i cannot sell smokes. i cant even buy them to sell

Reproduction Steps: all you would have to do is open the owner menu to see that you cant sell them

were they ever sellable to gasstations, 24/7 etc?.... If not that could be a nice little side hustle. Atm you only can get cigarettes by not buying them
