Bug Title: Lockpicking Cars
When did the bug start? Feb 4, 2024
What's the expected behavior? When you drag your lockpick to use or have it in one of your hotkeys it should pull up a mini game for you to complete and once it is complete it the car should be unlocked.
What behavior occurs? When I use the lockpick it puts me into the animation like I am lockpicking but the minigame does not pop up for me.
Reproduction Steps: 1. get a lockpick
2. find a car to lockpick
