Bug Title: Player to Player Invoices not working
When did the bug start? Feb 4, 2024
What's the expected behavior? Send invoice to another player for payment of goods and services, player gets invoices pays it and other player gets money
What behavior occurs? The player sends an invoice, other player does not receive it. Sometimes other players will get notification of invoice but not actually get invoice
