Bug Title: Dispatch
When did the bug start? Feb 4, 2024
What's the expected behavior? Receiving several Downed individual calls and showing up to see someone.
What behavior occurs? When we show up to the down calls there is no one around several times.
Reproduction Steps: Not sure how to replicate but we had 8 dispatches at once and 3 of them were "downed people" but no one was around the area that I was in to transport them.
