Bug Title: MDT

When did the bug start? Feb 7, 2024

What's the expected behavior? In the MDT when searching for citizens it does not load it up but sits there loading forever.

What behavior occurs? When searching for citizens it doesn't actually load

Reproduction Steps: Try searching for someone in the MDT.
