Chapter 1: Disorderly Conduct and Disturbing the Peace

Section 501 Disorderly ConductMISDEMEANOR#

  • (a) A person commits disorderly conduct by engaging in fighting or violent conduct in a public place, or by creating noise in a public place after being warned to stop, where the conduct substantially interferes with the ability of others to use the area or with the operation of a lawful activity.
  • (b) Penalties:
    • (1) Fine: $500 to $2,000
    • (2) Imprisonment: 2 to 6 minutes

Section 502 Disturbing the PeaceMISDEMEANOR#

  • (a) A person commits disturbing the peace by provoking or participating in a public disturbance in a manner that is likely to result in immediate violence, disorder, or public panic.
  • (b) Penalties:
    • (1) Fine: $750 to $2,500
    • (2) Imprisonment: 3 to 8 minutes

Chapter 2: Unlawful Assemblies and Riots

Section 511 Unlawful AssemblyMISDEMEANOR#

  • (a) A person commits unlawful assembly by remaining in a group of three or more persons after a peace officer has issued a dispersal order that is clearly communicated, provides a reasonable opportunity to comply, and is issued due to an imminent threat to public safety or order.
  • (b) Penalties:
    • (1) Fine: $1,000 to $4,000
    • (2) Imprisonment: 5 to 12 minutes

Section 512 RiotFELONY#

  • (a) A person commits riot by participating with five or more persons in a public disturbance involving violence or threats of violence that creates a clear and present danger to persons or property.
  • (b) Penalties:
    • (1) Fine: $25,000 to $75,000
    • (2) Imprisonment: 20 to 45 minutes

Chapter 3: Obstruction of Public Ways and Interference with Public Safety

Section 521 Obstruction of Public WaysMISDEMEANOR#

  • (a) A person commits obstruction of public ways by blocking a public road, sidewalk, or a public entrance or exit so as to substantially impede lawful passage after being given a reasonable opportunity to cease.
  • (b) Penalties:
    • (1) Fine: $750 to $3,000
    • (2) Imprisonment: 3 to 10 minutes

Section 522 Interference with Emergency OperationsFELONY#

  • (a) A person commits interference with emergency operations by obstructing, delaying, or materially interfering with the lawful duties of emergency personnel during an active emergency response.
  • (b) Penalties:
    • (1) Fine: $15,000 to $50,000
    • (2) Imprisonment: 20 to 45 minutes

Chapter 4: Failure to Comply with Lawful Orders

Section 531 Failure to Comply with a Lawful OrderMISDEMEANOR#

  • (a) A person commits failure to comply with a lawful order by refusing to obey a lawful order of a peace officer issued to maintain or restore public safety or order, after the order is clearly communicated and a reasonable opportunity to comply is provided.
  • (b) Penalties:
    • (1) Fine: $750 to $3,500
    • (2) Imprisonment: 4 to 12 minutes

Chapter 5: False Reporting and Misuse of Emergency Services

Section 541 False Reporting to AuthoritiesMISDEMEANOR#

  • (a) A person commits false reporting to authorities by making a materially false statement to a peace officer or emergency dispatcher regarding an alleged crime, emergency, or public safety incident, where the statement is capable of influencing the response or investigation.
  • (b) Penalties:
    • (1) Fine: $2,000 to $7,500
    • (2) Imprisonment: 6 to 15 minutes

Section 542 Misuse of Emergency ServicesMISDEMEANOR#

  • (a) A person commits misuse of emergency services by requesting emergency response without a reasonable basis, or by using an emergency number for harassment or non-emergency purposes after being warned.
  • (b) Penalties:
    • (1) Fine: $1,000 to $5,000
    • (2) Imprisonment: 4 to 10 minutes

Section 543 False Emergency Resulting in DeploymentFELONY#

  • (a) A person commits false emergency resulting in deployment by causing emergency personnel to be dispatched through a materially false report.
  • (b) Penalties:
    • (1) Fine: $25,000 to $100,000
    • (2) Imprisonment: 25 to 60 minutes

Chapter 6: Enhancements

Section 551 Serious Bodily Injury EnhancementEnhancement#

  • (a) Applies to: All offenses under this Title.
  • (b) Triggered when: The offense is the proximate cause of serious bodily injury.
  • (c) Additional Penalties:
    • (1) Additional Fine: $15,000 to $30,000
    • (2) Additional Imprisonment: 15 to 30 minutes

Section 552 Vulnerable Victim EnhancementEnhancement#

  • (a) Applies to: All offenses under this Title.
  • (b) Triggered when: The offense has an identifiable victim who is elderly, disabled, a minor, or a public official performing official duties.
  • (c) Additional Penalties:
    • (1) Additional Fine: $10,000 to $25,000
    • (2) Additional Imprisonment: 10 to 20 minutes

Section 553 Repeat Offender EnhancementEnhancement#

  • (a) Applies to: All offenses under this Title.
  • (b) Triggered when: The defendant has a prior conviction for an offense under this Title within 30 days, measured from the date the prior conviction became final to the date of the new offense.
  • (c) Additional Penalties:
    • (1) Second offense: Fine and imprisonment increased by 50%
    • (2) Third offense: Fine and imprisonment increased by 100%
    • (3) Fourth and subsequent: Fine and imprisonment increased by 200%
