Bug Title: Slash tire doesnt work

When did the bug start? Jan 1, 2024

What's the expected behavior? To slash tires when i have a knife in hand and click the third eye option

What behavior occurs? nothing at all after i click the button

Reproduction Steps: try to slash tires

this only works on pdm vehichles i belive not donos

When did the bug start? Feb 3, 2024

What's the expected behavior? The tire should deflate after being stabbed

What behavior occurs? Nothing happens even with local cars

Reproduction Steps: try and slash a tire with a knife

After testing you have to pretty much be right ontop of the tire (or the bone of the vehicle) for the animation to go through.
