Bug Title: Military jets spawn and you can get them

When did the bug start? Feb 1, 2024

What's the expected behavior? Shouldnt be possible to get jets

What behavior occurs? They spawn on the map and you can use them without even lockpicking

Reproduction Steps: Get into a jet

that is like that on purpose all vehicles with guns are prohibited to the general public

Oh alrigth, i was a bit confused because the cargo bobs are unusable and the jets are usable without any lockpick
