Bug Title: bank trucks not giving bank cards
When did the bug start? Feb 17, 2024
What's the expected behavior? After you rob a bank truck you should have a chance to get either a fleeca or paleto bank card.
What behavior occurs? when we rob a bank truck the only thing we get is dirty money and we have done a ton of bank trucks.
Reproduction Steps: 1. rob a couple bank trucks and see if you can get any cards!
