Bug Title: Foam from hoses cause fires

When did the bug start? Jul 20, 2024

What's the expected behavior? Foam tackles electrical fires, and doesn't cause fires.

What behavior occurs? It sets people on fire and causes more fires.

Reproduction Steps: Use a fire hose once its hooked up to an engine (that has a supply line attached) /foam and then shoot.

I believe in the smartfires/hose stuff the foam is classed as a flame thrower as it made the fire grow more and then set us on fire.
