Bug Title: Smart Hoses

When did the bug start? Jul 10, 2024

What's the expected behavior? Fire Hoses produce water.

What behavior occurs? Sometimes the hose works sometimes it doesn't.

Reproduction Steps: Have a fire engine out, attach a supply line to the engine, then equip the fire hose and then use it.

Bug Title: Fire hoses not working

When did the bug start? Jul 9, 2024

What's the expected behavior? Setup supplyline, pull out hose, press enter to attach hose, use right click to aim and left to shoot water.

What behavior occurs? After attaching hose "successfully" it still doesn't shoot water out. I tried this with 2 different types of fire trucks (brush truck and enforcerf) that worked previously and couldn't get either to work right. Attached is a link to a clip of it.
