Bug Title: Vehicle in garage unknown

When did the bug start? Jul 9, 2024

What's the expected behavior? Able to see my vehicle on garage app on phone, pull it out of the garage it's at

What behavior occurs? It isn't on the phone app, says I've still got it purchased, it doesn't say what garage it's at other than unknown (car)

Reproduction Steps: I don't exactly what's happened it just ended up like that

Confirmed. It's not like a removed pack dono car where the car name is unknown, it's garage is unknown and he can't call it out with the valet via garage app. We checked impounds and isn't at public one or LEO. Never seen this before its weeeeird.

Fixed next restart, somehow it was ay impound 3
