add a way to fix your vehicle if no mechanics are in city

there should be a way for people to fix there vehicles if its needed and there are no mechanics in city this is a suggestion and i would be willing to fund some of the script it wouldnt give me an option to do the suggestion in a different format so i was stuck with this
