Bug Title: Helicopters overreacting

When did the bug start? Jun 6, 2024

What's the expected behavior? Flying on a good weather day be smooth and reactive to controls

What behavior occurs? No matter the day/time/weather, there is a constant turbulence effect every couple seconds that just throws the helicopter in any given direction it wants to. Even if you're just hovering without touching it.

Reproduction Steps: Pull out helicopter and fly anywhere

Yeah this is a gta v thing and something we can't control. I already looked to see if we can change it and we can't.
