Bug Title: carry bug

When did the bug start? Apr 29, 2024

What's the expected behavior? being able to carry person and drive in ambo

What behavior occurs? when doing t/carry and trying to drive them back to pillbox it says carrying a person while driving isn't allowed constantly for a minute or two after you put them down

Reproduction Steps: t/carry, hop in ambo, alerts baby
