Bug Title: Stretchers bug
When did the bug start? Feb 18, 2024
What's the expected behavior? Putting someone in the stretcher actually puts them in the stretcher
What behavior occurs? Putting someone in the stretcher occasionally does nothing, and if you go to remove them and delete it it'll put them in a body bag which results in you having to give them an emergency revive kit or allowing their timer to run out.
Reproduction Steps: Go on EMS and put people in stretcher for a while. Head pop and new stretcher did not resolve issue. Will update with F8 codes if it happens again tonight.
