Bug Title: LEO - Emergency Lights Very Dim
When did the bug start? Feb 9, 2024
What's the expected behavior? Lights should be brighter and more visible from this distance (see attached photo) at a minimum. the glare from the lights is gone.
What behavior occurs? Light were brighter with the no pixel stuff in, now they are very dim. You cannot see the rear window lights from over 3 car lengths away, only the taillight wig-wags.
Reproduction Steps: pull out a police car and activate the lights
