Bug Title: fines are not being paid when going to jail

When did the bug start? Jun 11, 2024

What's the expected behavior? that when you go to jail cad takes the fine amount

What behavior occurs? the fines are not being taken

Reproduction Steps: send someone to jail and see if the fines are removed

Can confirm. Was sent to jail at one point, fine was not taken out of my account.

Nope just tested, it went to invoices like it should.
