Bug Title: when you rob locals and get a pistol it doesnt give it to you

When did the bug start? Jun 11, 2024

What's the expected behavior? that it gives you the pistol

What behavior occurs? it does not give you the pistol

Reproduction Steps: try robbing locals till it gives you a pistol. it will not actually give it to you

according to robberies creator it should be giving WEAPON_PISTOL, I know Burnett had looked into this a while back but not sure what came of it.

I've had this issue before. It says it gives you a Pistol, but nothing appears in your inventory for it. Like, it shows it was given to you, picture and everything, but it does not appear in your inventory.
