Title of the Bug Report: East Customs cannot repair or upgrade any vehicles.

When Did The Bug Start: Nov 16, 2023

Description: East Customs still cannot repair/upgrade/do anything to any vehicle. We open up the menu and everything has a lock symbol next to it.

Steps to Reproduce: go to do anything to a car

Expected Behavior: repair/upgrade/customize

Actual Behavior: Can't

Frequency: Always

Priority: Critical
