Bug Title: Hand cuffs dont remove right away

When did the bug start? Feb 1, 2024

What's the expected behavior? should remove handcuffs after clicking remove cuffs the 1st time

What behavior occurs? cuffs stay on. after clicking several times cuffs finally remove but the player is stuck in the cuff animation

Reproduction Steps: cuff someone then remove them
