Bug Title: Ems vehicles

When did the bug start? Jun 9, 2024

What's the expected behavior? When pressing left alt it should use the siren when in a ems vehicle

What behavior occurs? When in an ems vehicle when using left alt for the sirens it snaps the vehicle in place and makes it undrivable

Reproduction Steps: Get in a ems vehicle and press left alt to turn on the siren
