Bug Title: scrapyard bug

When did the bug start? Apr 12, 2024

What's the expected behavior? the scrap yard bar supposed to fill up and finish scraping car

What behavior occurs? the scrap yard bar not filling up while being disassembled and does not scrap car or break it down

Reproduction Steps: make sure scrap bar fills up and car gets scraped
