Bug Title: Inventory is not wiping

When did the bug start? May 3, 2024

What's the expected behavior? When you wait out your timer to respawn you would spawn at the hospital with no inventory

What behavior occurs? If you flex E inventory will wipe if you wait for auto respawn you keep your inventory

Please do not fix this without fixing how easy it is to die first. As other people are saying, we are made of paper-mache and as little as jumping off the ground is enough to give you critical injuries and if it's a time of day when there's no SAFR or SAST on you have to wait to see the light and then lose everything if you can't find a way to the hospital before you die. With current pop, people would lose everything way too much.
