Bug Title: Evidence Labs not working

When did the bug start? Jun 9, 2024

What's the expected behavior? Be able to process evidence in the crime lab.

What behavior occurs? No popup for analyzing evidence comes up and no place to 3rd eye for it.

Reproduction Steps: Pick up evidence and try to process it.

The other day, as a Cadet, I was with Felix and he couldn't see the third eye point at MRPD, but I was able to. We went to VPD and he was able to see it there.
