Bug Title: Fingerprinting does not work for all ranks

When did the bug start? Jun 10, 2024

What's the expected behavior? To be able to fingerprint suspects.

What behavior occurs? Does not let all ranks view the option to fingerprint.

Reproduction Steps: Try fingerprinting as a Major in SAST

This worked for me as a cadet, but did not work for Felix as a Major. He had a hard time fingerprinting, and I had to fingerprint for him.
