Bug Title: Jailing is not working right
When did the bug start? Jun 10, 2024
What's the expected behavior? SAST of any rank should be able to jail suspects.
What behavior occurs? Only cadets can jail
Reproduction Steps: Clock in as SAST and try jailing someone as a rank other than Cadet
