Bug Title: boosting cars bug

When did the bug start? Feb 4, 2024

What's the expected behavior? accept contract, locate vehicle, confirm license plate matches, steal vehicle and deliver it

What behavior occurs? i find the correct car, door is locked and i cant unlock it. unless i need lockpicks, which doesn't make sense in my opinion.

Reproduction Steps: find booster contract car and try to get in it

well i guess it was my understanding that this is how you get lockpicks. but since you cant do this job without lockpicks ill have to rp to find a different way.
