Bug Title: Owned cars sometimes lock you out

When did the bug start? Jul 1, 2024

What's the expected behavior? Owned cars should allow you to unlock your car and get in

What behavior occurs? Sometimes your owned car will not allow you to get in when you unlock it. You cannot even break the window to "steal" it.

Reproduction Steps: Have an owned car and wait for the bug to happen. Sometimes headpopping can make it occur. Seems to occur randomlly

Can confirm this does happen, usually after being away from the vehicle for an extended amount of time. Most times SAST can come a lockpick it and it will work afterwards.
