Bug Title: Gang Territories

When did the bug start? Feb 8, 2024

What's the expected behavior? For gangs to be able to capture territories throughout the map

What behavior occurs? All territories show "No Gang Activity", leaving them unable to capture any territories.

Reproduction Steps: Be in a gang, hit the gang menu (F10), click Territories
