Bug Title: Unable to load PD Camaro onto DOT Flatbed
When did the bug start? Feb 6, 2024
What's the expected behavior? When loading the car onto the flatbed, it should be dragged up the flatbed via the tow hook into position and can then complete loading onto the flatbed.
What behavior occurs? The tow hook grabs onto the car, it drags the car, and then smashes into the end of the flatbed and continues to pull the car but the car doesn't go up the flatbed. It will continue to pull against the flatbed and will eventually glitch the flatbed and move the truck, and then the car will continue to move forward while still on the ground, but not on the tow truck flatbed. It does not come into contact with the flatbed where loading will be able to be completed.
Reproduction Steps: Position the tow truck on either front or back of the car, lower the flatbed fully. Connect the tow hook to the car, begin to pull the car toward the flatbed. The car will then not go up the flatbed but will crash into it, and eventually will glitch the tow truck out and will be unable to load the car onto the flatbed.
