Bug Title: Benny's Boss Menu

When did the bug start? Jun 7, 2024

What's the expected behavior? Benny's boss menu is in-city and functional

What behavior occurs? Boss menu does not work, have to hire through services app, mechanics lose their rank every randomly and I have to go back and reset them

Reproduction Steps: Be the Benny's owner. Realize there is no boss menu
