Bug Title: Carry not working in water

When did the bug start? Feb 2, 2024

What's the expected behavior? To be able to carry in water if my friend falls off my boat

What behavior occurs? I can swim up to my friend with nothing in my hands and when I click carry on them nothing happens on their side.

Reproduction Steps: Try to carry underwater
