Bug Title: Cigarettes, Ecigs, and Weed only give 5 armor per item, not per puff

When did the bug start? Jan 1, 2024

What's the expected behavior? get armor per puff

What behavior occurs? get armor per puff but only get 5 armor after the whole thing is smoked

Reproduction Steps: smoke Cigarettes, Ecigs, and Weed
