Bug Title: Housing Script Update Took Out Shells We Used

When did the bug start? Jun 26, 2024

What's the expected behavior? Housing shells to be there.

What behavior occurs? The update to the housing script removed a lot of the shells we used for houses, which is messing up some people's houses in city.

Reproduction Steps: Set up a house and see the lack of shells.
