Bug Title: Weapons License Not Working

When did the bug start? Jun 8, 2024

What's the expected behavior? To be able to have SAST issue weapons licenses

What behavior occurs? They cannot issue weapons licenses

Reproduction Steps: Try to issue weapons licenses
