Bug Title: Anyone able to buy SAFR supplies
When did the bug start? Feb 4, 2024
What's the expected behavior? Should not be here so not expected.
What behavior occurs? Clocked onto SAST and attempted as unemployed, I am able to access the SAFR supplies at least at the Central Medical Center not sure if it is at other locations. The Location of the store is as follows: vector3(319.13, -1407.6, 32.43)
Reproduction Steps: Go to vector3(319.13, -1407.6, 32.43) and open the store unemployed
