Bug Title: Phone Issue

When did the bug start? Feb 10, 2024

What's the expected behavior? Lookup app to help PD look up plates and such as it is the only database.

What behavior occurs? Nothing as the app does not exist.

Reproduction Steps: Try to download lookup app in the app store
