Bug Title: Admin reports page
When did the bug start? Jun 18, 2024
What's the expected behavior? You get notifications of new reports/messages in reports
What behavior occurs? The notifications don't pop up even if I'm toggled on duty
Reproduction Steps: 1. Be in city for a bit while toggled on
2. Have to keep toggling duty on and off to see any reports
No notifications came up, I had to check and re-toggle duty twice to see a report was there
