Bug Title: Driving test doesn't spawn in car/instructor
When did the bug start? Jun 16, 2024
What's the expected behavior? Test starts, car and instructor spawn in
What behavior occurs? No car or instructor, need to headpop and retry it
Reproduction Steps: 1. Be new
2. Go to driving school
3. Do Car Practical
4. Get TP'd to the test area, but you just stand there like a bozo with no car, instructor or instructions on your screen
