Bug Title: No calls for PD in CAD

When did the bug start? May 14, 2024

What's the expected behavior? Clock in as PD, sign into CAD, receive calls for PD

What behavior occurs? Recieved no calls for PD. Received calls for Fire and can see test calls but had no calls for PD. Had live eyes for 4 hours.

Reproduction Steps: clock in as PD, sign into cad, receive calls for PD on CAD

Spray painting isn't going through, bolo vehicles, speed traps, medical calls (were through on EMS but not PD apparently), cargo robberies etc. not going through at all.
