Bug Title: Vehicle had stuck throttle and no controls

When did the bug start? Feb 3, 2024

What's the expected behavior? vehicle will just keep driving without any control on stopping.

What behavior occurs? vehicle went full throttle without doing anything

Reproduction Steps: happened randomly
