Bug Title: I found a free car (it spawned randomly and I don't actually want it)

When did the bug start? Feb 4, 2024

What's the expected behavior? I can walk down the street and weird stuff doesn't happen.

What behavior occurs? A car randomly spawns nearby, and I get a key for it.

Reproduction Steps: it is completely random as far as I can tell.

I have noticed that they are always job or quest cars from the blue ppl jobs.

I've seen this as well at the place where you start the window cleaning job. It spawns at the entrance to the apartment building you go up the stairs to start the window cleaning job. I got the keys as well but still couldn't get in the car, though I'm not sure if I tried unlocking it or not.
