Bug Title: Female turnout vest 148->149

When did the bug start? Jul 7, 2024

What's the expected behavior? Female turnout vest should be 149 (the breathing thingymajig) but it it 148 instead so you end up with a detective vest oop.

What behavior occurs? .

Reproduction Steps: step 1: a woman
step 2: try to fight a fire
step 3: die because detective vest is not very good for fighting fires

This is so weird - I keep fixing it and the vest number keeps changing. I'll go in and adjust it again now.
