Bug Title: boat heist cant activate

When did the bug start? Jul 21, 2024

What's the expected behavior? the sounds comes up but when pressing it won't activate the heist what's so ever, we popped many times an got nothing

I tried this out myself, it would not activate for me. I had Konnor try it, he said it worked for him. Burnett said criminal XP required isn't active yet, so it should work.
