Bug Title: CAD not charging the suspect fines
When did the bug start? May 6, 2024
What's the expected behavior? when PD charges a suspect and applies it in cad and should remove the fine from their bank instantly once the report is added to their record.
What behavior occurs? it is not charging them at all any fine once the charges are added to their record.
Reproduction Steps: charge someone a crime in cad.
