Bug Title: CAD Notification for stolen vehicles duplicating

When did the bug start? Mar 21, 2024

What's the expected behavior? There be 1 notification for a stolen car

What behavior occurs? There were 2 notifications up until yesterday, now there are 4 each time a car is stolen.

Reproduction Steps: login to cad and watch for someone stealing cars and u will get the notifications

panic button has been sent 3x on occasion as well, when the person who pressed it only did so once

This is for 1 when the window is broken and 2 when the vehicle is hotwired...
