Bug Title: putting people in vehicle medical system
When did the bug start? Mar 12, 2024
What's the expected behavior? should put them in the closest vehicle
What behavior occurs? if i've got them on the ground beside the ambulance and put in vehicle, if there's a vehicle anywhere near me that isn't a local it'll put them in it. usually in cop cars.
Reproduction Steps: be ems, try to put someone in ambo when theres a car nearby
