Bug Title: radio not working in city

When did the bug start? Apr 2, 2024

What's the expected behavior? connect to radio and be able to talk

What behavior occurs? radio disconnects you in the HUD as soon as u connect, cant talk in radio even tho it says ur still connected in physical radio and shows members

Reproduction Steps: use radio

What's the expected behavior? Radio to connect and work properly

What behavior occurs? Says the radio is connected but doesn't allow transmission over radio.

Reproduction Steps: Connect on radio in city and try to transmit.
